How is engagement rate calculated?

Two ways. Rate by impressions is (reactions + comments + reposts) divided by impressions, times 100. Rate by followers uses your follower count in place of impressions.

Rate by impressions or by followers?

Rate by impressions tells you how well the post did with the people who saw it. Rate by followers tells you how much of your audience it reached and moved. The tool shows both.
